摘要
综合监管制度在深化医药卫生体制改革中是根本性、全局性、关键性的制度,起到基石、支撑和保障的作用。为保证深化医药卫生体制改革和《健康中国2030规划纲要》有序、规范、持久性地推进,制定综合监管制度必须从大健康和大卫生的全局角度出发,构建医药卫生体制改革的法律框架,科学制定综合监管制度的内容,明确界定综合监管的主体和范围,建立相对独立的综合监管体系,健全综合监管的工作机制,创新综合监管的方式方法,为深化医药卫生体制改革提供有力保障。
Comprehensive supervision system in deepening medical and health system reform is fundamental, overall, critical system, have the effect of foundation, support and guarantee.In order to ensure the deepening medical and health system reform and the health of China's 2030 planning outline, orderly, standardized and everlastingly, and develop a comprehensive regulatory system must from big health and the health of the global, the construction of the legal framework of medical and health system reform, the content of the science to establish comprehensive supervision system, clearly define the main body of comprehensive regulation and scope, to establish a relatively independent comprehensive regulatory system, improve the working mechanism of comprehensive regulation, innovative methods of comprehensive regulation, provide powerful guarantee for deepening the reform of medical health system.
