摘要
近年来电子商务的蓬勃发展,使得快递包装的回收处理成为城市中愈发严重的问题。基于对武汉市回收处理情况的实证调查,分析得出当下欠乐观的整体态势:消费者具有一定的环保意识,但回收的实际参与度偏低;快递企业的过度包装现象严重,多数企业未采取有效的回收措施;国家现阶段已有鼓励性规范出台,但在实践中难以真正落实;监管上缺乏明确的权责划分,实质问题较难解决。这些都需要引起社会的广泛关注。解决快递包装回收处理问题的路径在于,重视源头减量和终端回收,协同多方主体,形成从国家标准、行业规范、政策支持到具体实施的完整体系。
With the rapid development of e-commerce in recent years, the recycling of express packaging lias become an increasingly serious problem in cities. Based on the empirical investigation of the recycling treatment in WuHan, the analysis shows that the overall situation is less optimistic: Consumers have a certain sense of enviromnental protection, but the actual participation rate of recycling is low. Excessive packaging of express delivery enterprises is serious, and most enterprises do not take effective recycling measures;At present, the state lias issued encouraging regulations, but it is difficult to implement them in practice:'Hie lack of clear division of authority and responsibility in supervision makes it difficult to solve the essential problems. These all need to arouse the widespread concern of the society. The way to solve the problem of express packaging recycling is to attach importance to source reduction and terminal recycling, and coordinate with multiple subjects to fonn a complete system from national standards, industry norms, policy support to specific implementation.
