摘要
公益性环境监测机构是我国环境监测领域中的一面旗帜,为我国环境保护事业的发展做出过卓越贡献。本文采用SWOT分析法,对当前公益性环境监测机构自身存在的优势和劣势进行深入研究,客观分析了其面临的历史机遇和挑战,提出了加快垂直管理体制改革,加强队伍能力建设,加大资金扶持力度,强化新技术应用和拓展监测服务领域等方面的对策和建议。
The public welfare environmental monitoring institutions is a flag in the field of environmental monitoring and has made outstanding contributions to the development of environmental protection in China.This paper uses SWOT analysis method to implement investigative research on the existing advantages and disadvantages of public welfare environmental monitoring institutions.The historical opportunities and challenges was analyzed and the countermeasures and suggestions were proposed which included the reform of vertical management system,the capacity building of strengthen team,the increasing support of finance,the application of new technologies and the expanding of monitoring services.
