摘要
2019年2月18日,粤港澳大湾区发展规划纲要正式出炉,该区不仅要建成充满活力的世界级城市群、国际科技创新中心、内地与港澳深度合作示范区,还要打造成宜居宜业宜游的优质生活圈的典范。东莞作为粤港澳大湾区重点城市,必须提前谋划大气污染防治相关举措,特别在挥发性有机物(VOCS)作为我国典型城市群的主要大气污染物的情况下,需要进一步探索典型区域VOCS整治的可行之路。以东莞市为粤港澳大湾区典型区域城市,回顾了每阶段VOCS污染整治经历,分享了有益的VOCS整治经验与成果,提出了有针对性的建议与展望,以期为粤港澳大湾区大气环境规划和管理提供决策支持,也为全国其他城市群的VOCS污染防控提供借鉴。
On February 18,2019,the outline of the development plan for the Dawan District of Guangdong,Hong Kong and Macao was officially launched.The region should not only build a vibrant world-class urban agglomeration,an International Center for scientific and technological innovation,a demonstration zone of deep cooperation between the Mainland and Hong Kong and Macao,but also a model of livable,livable,professional and tourist life circles.As a key city in Guangdong-Hong Kong-Macao Greater Bay area,Dongguan must plan relevant measures to prevent and control air pollution in advance.Especially in the case of volatile organic compounds(VOCS)as the main air pollutant of typical urban agglomerations in China,it is necessary to further explore the feasible way to control VOCS in typical areas.Taking Dongguan City as a typical regional city in Guangdong-Hong Kong-Macao Greater Bay area,this paper reviews the experiences of VOCS pollution control in each stage,shares beneficial experiences and achievements in VOCS pollution control,and puts forward pertinent suggestions and prospects,with a view to providing decision support for the planning and management of the atmospheric environment in Guangdong-Hong Kong-Macao Greater Bay area,as well as providing reference for the prevention and control of VOCS pollution in other urban agglomerations throughout the country.
