摘要
民生政治从一种生之本然的政府本分上升为应然要求的仁政之本,生民使民生的生生之道就成为民生政治的源头,这是民生政治的"自然形态"。民生政治从传统向现代转变出现"断裂",或者说现代民生政治并不是直接从传统形态演变而来,它始于对现代民主政治的批判:一方面,从自然状态出发的政治公民沦为"抽象的人",现实的生存权利成为民生之民诞生的起点;另一方面,面对资本主义社会中财富增长与"普遍贫困"的社会矛盾、社会阶级对立与斗争成为民生政治的源头。这一理论逻辑在中国近代革命和现代道路探索中得以展现。这是现代民生政治的"否定形态",它颠倒了经济社会与国家逻辑,但在经济社会中也面临着社会福利政治分配的私人化、利益化危险。现代民生政治以社会为出发点,但不能停留在经济社会的历史阶段,彻底的民生政治观是"走出"市民社会的正义追求。这样,民生正义在否定之否定的逻辑中真正实现民生的政治功能。
Life is the foundation of nature, and the people’s livelihood as a social existence has its natural source of life, but also transcends nature. The politics of the people’s livelihood experiences a shift from the duty of the government as a key part of life to the requirements of benevolent governance. People make the moral inheritance of the people’s livelihood a source of the politics of people’s livelihood, that is, a natural form of the politics of people’s livelihood. The transformation of the politics of people’s livelihood from traditional to modern has broken down;in other words, the politics of people’s livelihood in modern times has not evolved directly from the traditional form but from the critique of modern democratic politics. On the one hand, political citizens deriving from a natural state have become the ’abstract person’, while the reality of the people’s survival right has become the starting point of the people for good livelihood. On the other hand, in the face of social contradictions between the wealth growth and widespread poverty in the capitalist society, antagonism and struggles among different social classes have become the source of the politics of the people’s livelihood. This theoretical logic has been revealed in the exploration of early modern revolution and modernization in China. This is the "negative form" of modern politics of people’s livelihood, which reverses the civil society and the national logic, but in the civil society, it also faces the danger in the political distribution of social welfare towards privatization and benefit-seeking. Modern democratic politics starts from a civil society, but should not stay at the socio-economic stage, because the concept of true democratic politics is a pursuit of justice to "go out of" a civil society. Only in this way can the justice of people’s livelihood bring its political functions into full play in the dialectical logic of the negation of negation.
