摘要
近年来,村庄规划逐渐受到重视,全国范围内村庄规划的编制率逐年提高,而实施效果尚未达到理想水平。因此,探讨科学编制与有效实施村庄规划的策略仍是一个重要课题。文章从村庄规划编制的方法、内容、流程及村庄规划管理模式这几方面来说明怎样合理有效地落实村庄规划,提出了从村民需求出发,尊重村民意愿,实行以村民为主体,政府主导,多部门协作的可持续性村庄规划的建议。
In recent years, village planning has been gradually valued. The compilation rate of village planning has increased year by year, but the implementation effect is not good enough. Therefore, exploring the strategy of scientific compilation and effective implementation of village planning is still an important topic. This paper explains how to effectively implement the village planning from the methods, content, process and village planning management model, and puts forward the proposal of sustainable village planning, which is based on Villagers' needs, respect villagers' wishes, and carry out the village planning with the villagers as the main body, the government leading and multi department cooperation.
