北屯灌区节水改造项目综合效益评价分析 被引量:2

摘要 以新疆北屯灌区0. 28×10~4hm^2的节水改造工程为例,建立该项目综合效益评价体系,包括1个一级指标、7个二级指标、29个三级指标。评价结果表明,社会风气好转程度、促进经济发展、经济内部收益率、亩产节水率综合权重位居前四,均超过0. 05。同时,利用两种神经网络法对该项目2013-2017年综合效益进行评价,结果显示综合效益等级为Ⅲ级、Ⅲ级、Ⅱ级、Ⅱ级、Ⅱ级。 Taking the 0.28×10^4 hm^2 water-saving reconstruction project in Beitun Irrigation District of Xinjiang as an example,this paper establishes the comprehensive benefit evaluation system of the project,including 1 first-level index,7 second-level index and 29 third-level index.It is concluded that the comprehensive weight of social climate improvement,economic development,internal economic return rate and water-saving rate per mu is in the top four,all exceeding 0.05.At the same time,two kinds of neural network methods are used to evaluate the comprehensive benefits of the project from 2013 to 2017.The results show that the comprehensive benefits are grade III,grade III,grade II,grade II and grade II.
