摘要
目前社会公益供给的三大来源:政府供给、市场供给和社会供给,各有其局限性,需要多方合作才能提供人民需要的服务,这也是供给侧改革的目标。但合作供给仍有不足,社会创新风潮中的社会企业,具有组织融合、概念创新的优势,消弭了原先供给侧的界线,可以作为社会公益供给的新选择。但社会企业要稳健发展需要经过科学立法,确保其在法治轨道上推进改革,才能妥善协调利益纠纷、解决制度障碍,保障改革成果为人民共享。
At present, as three main sources of social public welfare supply government supply, market supply and social supply have their own limitations. Multi-party cooperation is required to provide services people need, which is also the goal of supply-side reform. However, the supply of cooperation is still insufficient. Social enterprises in the tide of social innovation have the advantages of organizational integration and concept innovation, which eliminates the boundary of the original supply-side , so it can be used as a new choice of social public welfare supply. However, if social enterprises want to develop steadily, scientific legislation is needed to pass to ensure that they are advanced to reform on the track of rule of law. Only in this way can they properly coordinate interests disputes, solve institutional obstacles and ensure that the reform results are shared by the people.
