摘要
相对于更多由政府主导的交通基础设施互联互通以及区域环境联防联治,基于市场共赢的产业协同才是京津冀协同发展的最持续支撑。以天津、河北和中关村国家自主创新示范区合作共建的协同创新共同体为例,通过分析梳理其主要特征,发现京津冀协同创新共同体主要面临中关村企业较难实现转移、津冀产业承接能力弱、中关村企业转移缺乏持续性、北京新布局以及雄安新区建设等导致中关村企业更多处于观望状态等发展困境。发展与完善京津冀协同创新共同体可以从中央统筹顶层设计,地方政府创新先行先试;构建权责匹配,多层次的制度化合作机制;找准产业创新协同对接点,构建高效优质服务体系;聚焦重点创新共同体建设,积极探索协同发展新路径等方面着手。
Compared with more government-led transportation infrastructure interconnection and regional environmental joint defense, industrial synergy based on market win-win is the most continuous support for the coordinated development of Beijing-Tianjin-Hebei Urban Agglomeration. Taking the collaborative innovation community jointly established by Tianjin and Hebei and Zhongguancun Science Park as an example,this paper analyzes its development dilemmas on the basis of combing the main characteristics: relevant institutional barriers and development demands of Beijing suburbs lead to difficulties in the transfer of Zhongguancun enterprises;cooperation promoted by three local governments leads to the lack of continuity of Zhongguancun enterprises;and the new layout of Beijing and the construction of Xiongan New Area have caused the development dilemma of Zhongguancun enterprises in a wait-and-see state. The development and improvement of Beijing-Tianjin-Hebei collaborative innovation community can start with the top-leval design of overall planning by the central government, the first try by the local governments, the establishment collaborative mechanism of power-responsibility matching and multi-leval, identifying the joint point of industrial innovation synergy,establishment efficient and high-quality service system,construction of key innovation communities and exploring new ways of coordinated development.
