摘要
以水定城的论断简洁明了,含义深刻,但在实践中以水定城往往被机械地理解为一个城市水的存量决定这个城市人口规模的大小。这种认识影响到这个论断的科学性,也给政策实践带来不利影响。所谓以水定城,应从城市史、生态文明、系统科学等不同维度去进行研究。从北京来讲,水资源的管理,要从城市不同的空间范围、不同的发展环节等方面,以系统的视角来探究认识以水定城的原因、实质及路径。
The conclusion of water-fixing city is concise and clear, and its meaning is profound. However, water-fixing city is often mechanically understood as the stock of a city's water to determine the size of the city's population in practice. This understanding affects the scientific nature of this assertion and also has a negative impact on policy practice. The so-called water-fixing city should be studied from different dimensions such as urban history, ecological civilization, and system science. From the perspective of Beijing, the management of water resources should be based on different spatial scopes and different development links of the city, and systematically explore the reasons, essence and path of understanding the city.
