摘要
近年来,我国不断深化行政审批制度改革,放管结合持续深入,浙江省“最多跑一次”改革得到了社会各界的充分肯定。“最多跑一次”在政府对民众和企业做出郑重承诺的同时,也对强化“最多跑一次”改革的效能评估提出了更高要求,“(3+3)+5+2=1”的效能评估机制通过3种评估主体、3类评估对象、5项评估内容、2个评估辅助、最终实现1个评估目标的机制对“最多跑一次”改革的效能进行全方位的评估,助力“最多跑一次”目标的实现。
In recent years, China has continuously deepened the reform of the administrative examination and approval system, and the integration of the management system has continued to deepen. The “maximum run once” reform in Zhejiang Province has been fully affirmed by all walks of life.“Running at most once”, while the government made a solemn commitment to the people and enterprises, it also put forward higher requirements for strengthening the effectiveness evaluation of the “most run once” reform.“(3+3)+5+2=1”, the effectiveness evaluation mechanism conducts a comprehensive evaluation of the effectiveness of the “maximum run once” reform through three evaluation subjects, three types of assessment objects, five assessment contents, two evaluation aids, and finally one evaluation target to help the realization of the goal.
