摘要
资本下乡实践通过资本强力和组织吸纳的方式迅速集中土地,实现规模经营。在此过程中,农民基于经济收入和家计模式产生了差异化的土地诉求。资本下乡的流转方式迎合了离土离乡农民的土地变现需求,而损害了部分农民的基本生活,更切断了小农依托土地实现的灵活生产模式和家庭自我循环,难以回应分化农民的土地诉求。同时,资本重构了土地利益空间,捆绑政府吸附大量的农业治理资源,普通农户无法以土地为载体分享国家农业投入,进而被农业治理资源体系边缘化。因而,在资本下乡的规模经营中应坚持土地集体所有,保证农民的基本土地需求,通过农地政策和村级民主制度限制和规范土地流转,并且调整农业资源分配体系,以实现农民土地权益的保障。
The practice of capital going to the countryside has quickly concentrated land to achieve large-scale operations by means of capital strength and organization absorption.In this process,farmers have generated differentiated land demands based on their economic income and modes of family livelihood.The transfer modes of capital to the countryside meet the needs of land capitalization of the farmers who are not working or living in the countryside,but it causes damage to the basic life of most farmers who still rely on lands,cuts off their flexible production modes and family self-circulation realized by lands,and is hard to respond to farmers′differentiated land demands.Meanwhile,the capital has reconstructed the space of land interests,binding the government to absorb large amounts of agricultural governance resources,while ordinary farmers could not share the state′s agricultural input with lands as carriers and would be further marginalized by the system of agricultural governance resources.Therefore,we should adhere to the land′s collective ownership and ensure farmers′basic land demands in capital to the countryside.We should restrict and regulate land circulation through farmland policies and village-level democratic systems,and adjust the allocation system of agricultural resources to protect the land rights of farmers.
