摘要
在社会转型期,随着城镇化进程的快速推进和乡村经济的发展,农村社会形势伴随着新旧矛盾的冲击与碰撞,愈发变得错综复杂,农民上访行为也随之呈现明显差异化。总体来说,农民上访的行动逻辑与基层政府的应对逻辑呈现为:小事闹大与大事化小和利益最大化与成本最小化。上访农民与基层政府如此"互动"的原因在于:乡村治权弱化、农民利益诉求相对剥夺诱发、利益表达渠道阻滞和维权意识的觉醒。基于此,化解上访农民与基层政府博弈"互动"的举措为:发展农村经济,利用政策扶持承接产业转移,借助财政杠杆增加基础设施投资,激活造血功能,吸纳农村劳动力就业;规范政府行为、依法行政,通过改善干群关系、化解基层矛盾,提升基层政府治理能力;变堵为疏,推进基层协商民主,拓宽利益表达渠道;推进信访体制改革,建立信访过滤机制、排查机制和预警机制,将矛盾解决在萌生状态。
In the period of social transformation, with the rapid advancement of urbanization and the development of rural economy, the rural social situation has become more and more complicated with the impact and collision of new and old contradictions, and the petitioning behavior of farmers has also become significantly different. In general, the logic of the farmers' petitioning and the logic of the basic-level government are presented as: small things turn big, big things turn small, maximize profits, maximization of interests and minimization of costs. The reasons for the " interaction" between petitioners and basic-level governments are: the weakening of rural governance, the relative deprivation of peasant interests, the blockage of interest expression channels, and the awakening of rights awareness. Based on this, the measures to resolve the " interaction** between the petitioning fanners and the basic-level government are: developing the rural economy, using policies to support the transfer of industries, using financial leverage to increase infrastructure investment, activating hematopoietic function, and absorbing rural labor;regulating government behavior, according to law Administration, through improving the relations between the cadres and the masses, resolving the contradictions at the basic-level, and improving the governance capacity of the basic-level government;changing the barriers to stagnation, promoting basic-level deliberative democracy, broadening the channels for expressing interests;promoting the reform of the petition system, establisliing a mechanism for filtering letters and visits, and checking mechanisms and early warning mechanisms. The contradiction is resolved in the infancy state.
