摘要
筹办好北京冬奥会、冬残奥会,大力发展冰雪运动,对于加快推进体育强国建设,实现中华民族伟大复兴的中国梦具有重要意义。从政策工具、发展主体和实施领域3个维度构建了冰雪运动政策三维分析框架,结合内容分析法对《冰雪运动发展规划(2016—2025年)》政策文本进行分析。剖析我国冰雪运动发展规划在政策工具、发展主体和实施领域之间的缺失与冲突,并在此基础上提出政策建议,以期为未来冰雪运动政策的优化和完善提供借鉴。
The successful hosting of the Beijing Winter Olympics and Paralympics and the vigorous development of the ice and snow sports have the great significance for accelerating the building of sports power,and realizing the Chinese dream of great rejuvenation of the Chinese nation.The study establishes a three-dimensional analysis framework from the perspective of policy tools,policy development subject and policy implementation area.Based on the content analysis method,the policy text of Ice and Snow Sports Development Plan(2016-2025) was analyzed.Through the analysis of the deficiencies and conflicts among policy tools,development subjects and implementation areas in the ice and snow sports development plan in China,the paper puts forward policy recommendations to provide reference for the optimization and improvement of ice and snow sports policy in the future.
