摘要
为了进一步提升政府的投资建设效益,部分地区开始实施代建制度,经过不断实践,使其管理水平得到了进一步提升,但其中依然存在很多未解决的问题。对代建管理模式改革困境进行总结,并从理清政府与市场的职责分工、对政府官僚及腐败成本进行约束、构建新的监督体系、建立起专业的代建管理机构4方面,论述了代建管理模式改革困境的改善对策。
In order to further enhance the efficiency of government investment and construction,some regions began to implement the agent construction system,after continuous practice,its management level has been further improved,but there are still many unsolved problems.This paper summarizes the predicament of the reform of agent construction management mode,and discusses the improvement countermeasures of the predicament of the reform of agent construction management mode from four aspects:clarifying the division of responsibilities between government and market,restraining government bureaucracy and corruption cost,constructing a new supervision system and establishing a professional agent construction management organization.
