供给侧视阈下国际高龄人力资源开发的教育推动及启示

摘要 为应对人口高龄化的发展趋势,发达国家往往会基于需求侧改革,推动延迟退休、立法禁止年龄歧视、补助企业雇佣高龄者等,以扩大需求侧对高龄人力的运用。然而,这些措施并没有取得预期的效果。近年来,发达国家和地区着重通过教育推动提升高龄者的形象供给、技能供给、服务供给、创业供给等,以提升高龄人力资源供给的质量,并取得了较为显著的成效。借鉴发达国家和地区的经验,能够为我国高龄人力资源开发提供有益的参考。 In response to the trend of the aging population, the developed countries will postpone the retirement based on the demand of human resources, meanwhile the legislation prohibits age discrimination, and provides enterprises employing aged staff subsidiaries to meet the requirement of working market. However, these measures do not achieve the desired effect. In recent years, the developed countries and regions endeavor to uplift and strengthen the image and skills of the aged employees and provide services and innovative support to those to promote the quality of aged human resources. By referring to the experiences, the development of aged human resources at home will be realized.
