摘要
推动城乡融合发展是新阶段、新条件下加快乡村发展的新思路,是城乡发展的重大战略性转变。天津市农业生产具有典型的都市型农业特征,农业现代化水平较高,城乡融合发展基础良好。改革开放以来,天津市城乡融合发展的水平不断提高且辐射作用较为明显,已经由城乡对立阶段进入城乡融合发展的初级阶段。其城乡融合发展的不断推进表现为经济增长中心逐渐由中心城区向外围地区转移。作为城乡融合载体的涉农区的城乡融合发展也经历了从波动到收敛的发展过程。推进城乡融合发展是一项系统工程,必须加强顶层设计,全面推动城乡经济融合、社会融合、环境融合和文化融合。
Promoting the integration development of urban and rural is a new way of thinking to speed up rural developmentin the new stage and under the new conditions,which is also a major strategic transformation of urban and rural development.With a high level of agricultural modernization,Tianjin has a sound basis for the integration of urban and rural development.Since the reform and opening up,the level of urban-rural integration development in Tianjin has been continuously improving with its radiation effect becoming more obvious.It indicates that Tianjin has entered the primary stage of urban-rural integration development from the opposite stage between urban and rural areas.During this period,the development of urban-rural integration in Tianjin shows that the center of economic growth is gradually shifting from the central city to the peripheral areas.At the same time,as the carrier of urban-rural integration,the spatial evolution of the agricultural-related areas has also experienced a process from fluctuation to convergence.While promoting the development of urban-rural integration is a systematic project,it is necessary to strengthen top-level design and comprehensively promote urban-rural economic integration,social integration,environmental integration and cultural integration.
