摘要
国外的绿色建筑保险起步早,调研国外绿色建筑保险发展情况,有利于借鉴国际经验,实现国内绿色建筑保险跨越式发展。本文通过梳理国际保险理论界文献和实务界记录,调研了国外绿色建筑保险产品的发展历程、产品体系,分析了国外绿色建筑保险产品的开发思路、在我国的适用性以及实施效果,并对我国绿色建筑保险发展提出了启示和建议。本文认为我国的绿色建筑保险发展应贴合我国绿色建筑行业的实际需求,解决国内绿色建筑发展中面临的问题。目前,我国绿色建筑发展中面临的最大问题在于,没有真正将绿色建筑落实到运行阶段。建议在提供政策支持的前提下,把保险、信贷、财政补贴等机制有效结合起来,形成联动合力,在先行试点绿色建筑性能保险促进绿色建筑真正落地的基础上,逐步形成覆盖绿色建筑领域各环节、多主体、全流程的绿色建筑保险产品体系。
As Green Building insurance started early in the West, research on international developments in Green Building insurance is conducive to drawing lessons from international experience and realizing the leap-forward development of Green Building insurance in China. In this paper, Green Building insurance’s development history, new advancement and product systems in abroad are studied through both theoretical literatures and practical records in the insurance industry. Products developing strategies and implementation effects are investigated to give rational analysis on the applicability, as well as the inspirations and suggestions in developing Green Building insurance in China. This paper holds that developing Green Building insurance in China should fit practical demands in domestic Green Building industry to solve the problems in Green Building development in China. At present, the greatest problem domestically is that green building standards have not been genuinely enforced into operation. This paper suggests the concerning authorities to provide policy support, aiming at building up the joint driving force in developing Green Building, combining insurance, credit and financial incentives. Thus, basing on the pilot programs of Green Building performance insurance to facilitate Green Building implementation, a Green Building insurance product system should be gradually developed, covering all sections, all subjects and all processes in the green building industry.
