摘要
跨域治理已经逐渐成为我国政府解决跨政区、跨部门、跨领域公共事务问题的重要形式,但由于行政分割与社会经济资源的非整合性等原因,跨域治理实践往往困境重重。跨域治理不仅面临来自多元且层次复杂的合作风险,而且还面临不断变动的环境风险和运行风险,这些风险都会直接影响跨域治理的绩效。如何科学有效地规避跨域治理风险,提高跨域治理的成效,已成为公共管理领域亟待解决的问题。本文基于跨域治理所涉及的府际关系理论、地方政府合作治理理论、伙伴关系理论这三个研究域,借鉴公司治理及网络治理风险的相关研究,从环境、主体、运行三个风险源探析跨域治理风险因素,并建构跨域治理风险源概念模型。
Inter-regional Governance has become the important form that our country government solve public affairs of cross-Administrative region,cross-disciplinary,across domain,It is because of the administrative division and social economic resources issues, the practices of Inter-regional Governance is beset with difficulties.Inter-regional Governance not only face cooperation risk of the multiple and complex subjects, but also face the changing risk of internal and external environment and operation risk, all the risks just mentioned directly affect the performance of governance cross-boundaries.How to avoid the risk of and improve scientifically Inter-regional Governance and effectively, has become an urgent problem in the field of public administration.Based on the Intergovernmental relations theory and The local government cooperation theory and Partnership theory of relating with the theory of Inter-regional Governance,the article explore and analyze the risk of governance cross-boundary,while construct risk source concept model of the cross-boundary governance.
