改革开放40年来学习型社会建设的政策演进与展望 被引量:10

摘要 改革开放40年来,我国学习型社会建设的政策演进历程大致分为补偿教育、拓展教育、全民学习三个阶段。经过40年的发展,我国学习型城市日益增多、社区教育日趋广泛、学习资源日益丰富、学习者参与率不断提升、全民学习氛围日益向好。这些成绩的取得得益于政府主导、多方协同、因地制宜、服务发展的政策理念和政策措施。为进一步推进学习型社会建设,应加快终身学习立法、成立部门间协调机构、扩大学习资源供给、加大政府投入力度、建立完善激励机制。 Since the 40 years of reform and opening-up, the policy evolution process of construction of China's learning society has been divided into three stages: compensation education, development education and learning for all. After 40 years of development, the number of China's learning cities is increasing, the community education is becoming more widespread, the learning resources are increasingly abundant, the learner participation rate is increasing, and the atmosphere for learning for all is getting better. These achievements have benefited from the concepts and measures of policies with government's leading, multi-party synergy, adapting to loc.il conditions, and serving development. In order to further promote the construction of a learning society, we should accelerate the lifelong learning legislation, establish inter-departmental coordination agencies, exp.md the supply of learning resources, increase the government input, and establish and improve the incentive mechanisms.
