摘要
实施乡村振兴战略,最根本的是要维护和发展农民权利,通过振兴权利而振兴乡村,重点是发展农民的人权、产权、治权。在发展农民的人权上,就是要尊重、保障和实现农民的各项基本权利和自由尊严;在发展农民的产权上,就是要赋予和保障农民享有更加充分而完整的财产权利;在发展农民的治权上,就是要发展社会主义民主政治,健全现代国家民主治理规则,用制度体系保证农民当家作主。
To implement the strategy of rural revitalization, the most fundamental thing is to safeguard and develop the rights of farmers, to realize the revitalization of villages through the revitalization of rights, with the emphasis on the development of farmers’human rights, property rights and governance rights. To develop the human rights of farmers is to respect, protect and realize the basic rights, freedom and dignity of farmers. In the development of farmers’property rights, it is to endow and protect farmers to enjoy more full and complete property rights. In the development of farmers’governance, it is necessary to develop socialist democratic politics, perfect the democratic governance rules of modern countries, and use the system to ensure that farmers are masters of the country.
