摘要
市镇联合发展是具有法国特色的互惠互利发展模式。多个城市与多个城镇、多个城镇与村镇之间组成的联合体,可以补充甚至代替单一市镇的部分职能,同时帮助单个市镇完成无法承担的地区发展规划或社会发展事务。联合体模式体现了多方参与、共同决定的地区规划思想。近年来,巴黎中心城及周边小城镇组成的大都会区面临新一轮城镇更新,市镇联合体为多个小城镇的发展提供了合作平台,共同实现多个发展项目,建立多种公共机构为社会发展提供保障。法国市镇联合体为中国小城镇的发展提供了一种新的思路,即在地区层面上建立一种合作机制,以此实现多个市镇、村镇的共赢。
The intercommunality development of cities and towns is a France's development model,which is characterized by the formation of mutually beneficial organization between multiple cities and towns or multiple towns.It gradually replaces and supplements some of the functions of the municipalities and coordinate regional development planning projects social development responsibilities those cannot be undertaken by a single small city or town.The intercommunality model also embodies the idea of multi-party participation in jointly deciding regional development planning.In recent years,the metropolitan area consisting of the central city of Paris and surrounding small cities and towns is facing a new round of urban renewal.The intercommunality provides a platform for the cooperation of the small cities and towns to jointly realize multiple development projects to promote urban regeneration and establish a variety of social institutions to provide guarantees for the development of regional society.The French intercommunality provides a new idea for the development of small cities and towns in China,that is,establishing a cooperative mechanism to achieve a win-win situation among multiple cities.
