摘要
控制医疗费用持续增长已经成为医疗卫生体制改革的全球性话题。费用持续增长对各国支付努力形成了严峻的现实压力,却不能自然而然地提升医疗卫生体系的绩效。中国同样深陷医疗费用持续增长的困境。2009年新医改启动后,寻求有效的控费机制成为新医改的重要目标之一,控费取向的医保支付方式改革成为当前医疗卫生体制改革的主要抓手。
Controlling the sustained growth of medical expenses has become a global topic in the reform of medical and health systems.The sustained growth of medical expenses has imposed severe practical pressure on national payment efforts,but it cannot naturally improve the performance of medical and health systems.China is also mired in a sustained increase in medical costs.After the launch of the new medical and health system reform in 2009,the search for effective expense control mechanisms has become one of the important goals of it.The reform of medical insurance payment mode oriented by expense control has become the main task of the current medical and health system reform.
