摘要
实施乡村振兴战略是天津市全面建成高质量小康社会、"五个现代化天津"的必然要求,是贯彻习近平总书记对天津工作"三个着力"要求的必然举措。本文总结了近年来天津市农业农村发展现状,包括现代都市型农业取得一定进展、城市化进程进一步加快、农村改革取得一定成效、农村生态环境显著改善;同时通过与上海、北京等地区的对比,发现天津市都市型农业优势发挥不突出、农业组织化和管理服务水平有待提高、资源约束与人居环境问题亟需解决等是天津市实现乡村振兴的制约瓶颈。针对上述问题,从大力发展现代都市型农业为乡村振兴提供动力支撑、加快推进农业高效绿色发展为乡村振兴提质增效、深入推进农村人居环境整治助力乡村振兴全面实现三方面提出了10项具体建议。
Implementing the strategy of rural revitalization is an inevitable requirement for Tianjin to build a well-off society of high quality and"five modernized Tianjin".It is also an inevitable measure to implement general secretary Xi jinping's"three efforts"in Tianjin.This paper summarized the current situation of agricultural and rural development in Tianjin in recent years.Modern urban agriculture had made certain progress,the urbanization process had been further accelerated,rural reform had achieved certain results,and the rural ecological environment had improved significantly.Compared with Shanghai,Beijing and other regions,Tianjin had some problems,such as the advantages of urban agriculture were not prominent,the level of agricultural organization and management services needed to be improved,and the problems of resource constraints and human settlements needed to be solved urgently,which seriously restricted the rural revitalization in Tianjin.In response to the above problems,10 suggestions were put forward from three aspects,which induded developing modern urban agriculture to provide dynamic support for rural revitalization,speeding up the efficient and green development of agriculture to improve the quality and efficiency of rural revitalization,and deepening the improvement of rural human settlements environment to promote the full realization of rural revitalization.
