摘要
2018年,美国特朗普政府的一系列经济民族主义政策对自由开放的国际经济秩序形成重大冲击,中国经济外交相应也面临较大挑战,既需要应对中美经贸摩擦不断升级所带来的经济和外交压力,还需要解决"一带一路"建设过程中所遭遇的诸多风险。这一年,中国通过在全球、区域及双边多个层面开展经济外交活动来阐释对全球治理和多边主义的理解,同时进一步深化改革开放,同国际社会分享中国市场红利,还联合欧盟等经济体推动WTO改革,维护多边贸易体系。展望2019年,全球经济体系仍然充满诸多不确定性,中国面临的外部环境风险不容忽视。中国经济外交需要保持充分的战略定力、战略耐心和战略远见,稳妥应对国际经济格局新变化。
In 2018,the United States' nationalist economic policy had brought significant challenges to not only the open international economic order,but also China's economic diplomacy.On one hand,China needed to cope with the economic and diplomatic pressures caused the escalation of Sino-US economic and trade frictions.On the other hand,China also needed to solve the problems encountered by the Belt and Road Initiative.In the past year,China has promoted its understanding of globalization and multilateralism through global,multilateral and bilateral economic diplomacy activities,made more efforts to further deepen reform and opening up,and also united the EU and other economies to support the reform ofWorld Trade Organization and maintain the multilateral trading system.In 2019,the global economic system is still full of uncertainties which will bring new challenges to China,and the external risks facing China cannot be ignored.China's economic diplomacy needs to maintain sufficient strategic strength,strategic patience and strategic foresight,and steadily respond to new changes in the international economic structure.
