摘要
因水资源而产生的非传统安全议题影响着美国与东南亚的关系。美国政府已经将水外交提升到战略层面,美国的水外交有较为完善的全球战略,更重视跨境水资源的合作问题以及水务治理能力的提升。在推进印太战略的过程中,美国在东南亚地区开展水外交的战略意图、特点以及前景都是值得深入研究的问题。东南亚各国与世界上其他发展中国家相似,随着它们对可持续发展的水资源合作理念的认识不断深化,美国凭借其强大的资金和技术优势,会对东南亚地区的水外交持续关注和介入,但也会受到来自多方面的影响。中国在开展水外交时,可以借鉴美国在东南亚地区的相关经验。
The non-traditional security issues concerning water security have influenced the development of Southeast Asia as well as the relations between the US and the related countries. The US has a comprehensive global water security strategy and pays much attention to the cooperation of cross-border water resources and the improvement of water management capacity. In promoting the Indo-Pacific strategy, how will the US fulfill its strategy in conducting the water diplomacy in Southeast Asia? What are the new features of the US water diplomacy in Southeast Asia? And what is the future of that? Like other developing countries, the Southeast Asian countries have been deepening the understanding of the ideology of water resources cooperation featured with sustainable development. With its big advantages of capital and technology, the US will further focusing and promoting the water diplomacy in Southeast Asia. China can draw on the experience of the US water diplomacy in Southeast Asia.
