摘要
开放高校档案是贯彻我国相关法律法规的基本要求,也是网络信息化对档案界提出的紧迫性要求。目前,高校存在信息公开、档案开放、保密义务三者间的法规冲突,档案开放力度、人才队伍、资源获取方式等方面尚存不足。为此,高校档案机构应以服务共享促发展,以信息伦理为规范,促档案信息数字化,促人才队伍专业化,从而更好开放高校档案信息资源。
Opening university archives is not only the fundamental requirement to follow relevant laws and regulations of China,but also the urgent demand to archives field by network informatization.At present,there are legal conflicts among information disclosure,archives opening and confidentiality obligations in colleges and universities,and there are still deficiencies in archives opening degree,talent team and resource acquisition methods.To this end,archives agencies in colleges and universities should promote development through service sharing,standardize information ethics,improve the digitization of archives information,and enhance the professionalization of talent team,so as to better open up the university archives information resources.
