摘要
在乡村振兴战略的时代背景下,当前小农户面临的弱势地位受到广泛关注。为探讨扶持小农发展的具体路径和推进策略,首先分析当前扶持小农的政策背景,其次举例说明适合小农户的生态农业技术并总结农业院校的帮扶优势,然后构建开展帮扶的实施方案和评价帮扶效果的指标体系,最后提出帮扶小农户发展生态农业的政策建议。该模式提倡更多社会力量参与推广生态农业,将为城市居民的生态农产品供给提供可靠的来源,还可为即将制定的"小农户振兴"扶持政策提供有价值的决策参考。
Under the background of the rural revitalization strategy,the current weak position faced by small farmers is widely concerned.In order to explore the specific path and promotion strategy for supporting smallholder’s development,the author first analyzes the current policy background for supporting small farmers,and secondly illustrates the suitable eco-agricultural technology for small farmersand sums up the advantages of agricultural colleges and universities,and then we builds an implementation programmeto carry out the assistance and evaluate the effectiveness of the support system.Finally,it proposes policy recommendations to help small farmers to develop ecological agriculture.This model advocates more participations of social forces in promoting ecological agriculture,which will provide a reliable source for the supply of ecological agricultural products for urban residents,and can also provide valuable decision-making reference for the upcoming"small farmer revitalization"support policy.
