摘要
从社会交换理论的视角来看,警民关系实际上是公安机关和社会大众之间形成的相互信任、彼此依赖、互惠共赢的双边交换关系。这种关系的稳定需要保持警民双方在资源和权力方面的互惠和相互依赖。当前,公安工作中普遍存在着警务资源不足、警察权威弱化、警察权力滥用等一系列问题,反映出警民之间资源互惠、权力依赖关系的不协调。要构建互惠、平衡与稳定的新型警民关系,需要警民双方都要坚持互惠原则与权力依赖原则,公安机关要协调好影响警民关系的各种问题,合理吸纳社会力量补充警务资源,把握时代机遇提高服务的能力与质量。
From the perspective of social exchange theory,the police-people relation is actually a bilateral exchange relation between the police and the public,which is mutual trust,mutual dependence,and mutual benefit.The stability of this relationship requires the mutual reciprocity and interdependence of both the police and the people in terms of resources and power.Currently,there are broadly a series of problems in public security work,such as insufficient policing resources,weakened police authority and abuse of police power,which reflect the discordance of resource reciprocity and power dependence between police and people.To build a new type of police-people relation with reciprocity,balance and stability,both the police and the people must adhere to the principle of reciprocity and power dependence.The public security organs should coordinate various issues affecting the relationship between the police and the people,and rationally absorb social forces to supplement policing resources and grasp the opportunity of the times to improve the ability and quality of services.
