摘要
社区公共物品网络治理供需双元割裂、利益博弈的形成原因、繁冗复杂的治理过程、个性异质的民众需求等诸多因子,凸显了社区公共物品网络治理冲突的重要性和迫切性。社区公共物品网络治理冲突的归因主要涉及网络治理结构的固有属性和个体特征以及治理主体的有限理性和个体理性。社区公共物品网络治理冲突中蕴含的网络治理理论、冲突理论、交易成本理论和资源依赖理论是阐释冲突的理论基础。构建系统完备、协调高效的治理结构框架,"多维点—主体线—环节面"是社区公共物品网络治理创新及其冲突治理实践的重要方向。
The importance and urgency related to community public goods network governance conflicts are highlighted by many factors,such as mismatch between supply and demand,the reason for forming interest game,the complexity of governance process and imbalance of resource allocation.The attribution of the network governance conflict mainly involves the inherent attributes and individual characteristics of the network governance structure as well as the limited rationality and personality of the governance subject.Network governance theory,conflict theory,transaction cost theory and resource dependence theory implied in community public goods network governance are the theoretical basis for explaining conflict.Building a systematic,coordinated and efficient governance structure framework according to the logic of“multi-dimensional point-main line-annular surface”is an important direction to the theory innovation and governing practice for community public goods network governance conflict.
