摘要
公众参与是推动城市黑臭水体治理工作的有效手段之一。尽管近年公众参与工作取得一定进展,但由于城市黑臭水体治理工作本身面临的长期性、复杂性、艰巨性等,公众参与还有很长的路要走。本研究结合黑臭水体治理工作的特点,在梳理政府和社会组织开展公众参与相关工作基础上,就下一步工作提出几点思考:一是应进一步明确城市黑臭水体治理公众参与中政府与社会各方权利和责任,发挥各自优势共同推进治理工作;二是政府和社会组织都应综合考虑城市黑臭水体治理社会参与的各种要素;三是政府与社会组织应加强交流和互动;四是应定期对城市黑臭水体治理公众参与机制和效果进行评估,使公众参与发挥更大的作用。
Public participation is one of the effective measures to promote the treatment of urban black and odorous waters.Although recent years some progress in public participation works has been witnessed,there is still a long way to go as the treatment of urban black and odorous waters is a long-term,complicated and tough work.Considering the characteristics of the treatment of black and odorous waters,this research has reviewed the public participation works conducted by government and social organizations,based on which it proposed several thoughts as following:first,the rights and responsibilities of government and social parties should be identified,using their own advantages to facilitate treatment works;second,the government and social organizations should both comprehensively consider various factors of public participation in the treatment of urban black and odorous waters;third,the government and social organizations should strengthen the communication and interactions between each other;fourth,there should be regular evaluation of the mechanism and effectiveness of public participation in treatment of urban black and odorous waters,so as to enhance the effectiveness of public participation mechanism in the treatment work.
