摘要
乡村振兴是新时代国家解决"三农"问题的重大战略布局。适值改革开放40周年之际,来自学界和政界的数百位专家和官员齐聚"第三届中国县域治理高层论坛",共商乡村振兴的百年大计。与会专家普遍认为,应准确把握乡村振兴人、地、财、制度等关键领域的发展梗阻;积极探索地方特色的实践经验与基层创新,在比较和互鉴中寻求乡村振兴战略的基本方向和可行路径。新时代,要在因地制宜、分类施策的基础上,继续盘活资源效率、破除城乡融合发展的制度藩篱,形成乡村振兴的常态化动力机制。
The rural vitalization strategy is a major layout for solving the“three rural issues”in the new era.On the 40 th anniversary of the reform and opening-up in China,hundreds of experts and officials from academic circles and government sectors gathered at the 3 rd China County Governance Forum to discuss great events of rural vitalization.There are some consensus among the experts that the development obstruction in some key areas such as the people,land,finance,and institutions in rural vitalization should be accurately detected;the practical experience with local characteristics and grassroots innovation should be actively explored,and the basic direction and feasible paths of rural vitalization strategy should be sought by the way of comparison and mutual learning.In the new era,based on local conditions and differentiated measures,we need continuously revitalize resource efficiency,breaking the institutional barriers of urban-rural integration development,and forming a normalized dynamic mechanism for rural vitalization.
