摘要
文章选取2006-2015年中国30个省域的面板数据,采用SBM-Tobit模型将不同指标度量的人力资本对区域绿色低碳创新效率的影响效应进行实证研究。结果表明:区域人力资本存在显著差异,质量差异大于数量差异;人力资本投资和劳动力平均受教育程度对全国及东中西部绿色低碳创新效率均有显著正向效应,异质型人力资本对全国及东中西部均有正向效应,但对东部不显著。因此,提升人力资本质量和水平是提高区域绿色低碳创新效率的重要途径。
This paper has made an empirical study on effect of human capital on region’s green low-carbon innovation efficiency by SBM-Tobit model based on the panel date of 30 provinces from 2006 to 2015 in China. The research results show that there exist significant geographical differences in human capital and the differences in quality are bigger than those of quantity. Furthermore,the investment of human capital and the average school year of human capital have significantly positive effects on the green low-carbon innovation efficiency in the whole country and in eastern, central and western areas. Similarly, the high-level human capital has a significantly positive effect in the whole country and in eastern, central and western areas,but it has no significant effect in eastern areas. So improving the quality and level of human capital is an important way to enhance the efficiency of region’s green and low-carbon innovation.
