摘要 在全球环境日益严峻的形势下,海上运输产生的生态污染问题已备受国际社会和学术界的广泛关注与高度重视。此外,加上国际海事组织IMO日益严苛的环保要求,"限硫令"以及碳排放控制区的划定,都在很大程度上推进了全球航运污染治理的进程。为治理海上航运的空气污染,制造绿色船舶、发展绿色航运经济、管理绿色航运经营,必然成为全球航运发展的大势所趋。因此,文章通过对上海航运发展现状及发展过程出现问题研究、分析的基础上,指出上海国际航运中心在规模日益壮大、供给侧改革的新时代发展环境中,应积极应对新出现污染问题的挑战,努力抓住绿色发展新机遇,大力发展在绿色船舶建造技术、绿色航运运营手段,快速提升上海航运业的发展能级与产业结构,以建立航运业绿色发展长效机制,从而推进上海航运产业可持续发展。 Under the increasingly severe global environment, the ecological pollution caused by maritime transportation has been widely concerned and highly valued by the international community and academia. In addition, coupled with the increasingly stringent environmental requirements of the International Maritime Organization (IMO), the"Sulfur Limit Order"and the delineation of carbon emission control zones have promoted the progress of global shipping pollution control to a large extent. In order to control the air pollution of maritime shipping, manufacturing green shipbuilding, developing a green shipping economy, and managing green shipping operations will inevitably become the general trend of global shipping development. Therefore, based on the research and analysis of the current situation and development process of Shanghai shipping development, this paper points out that Shanghai International Shipping Center should actively respond to emerging pollution problems in the new era development environment of growing scale and supply-side reform. Challenge, strive to seize new opportunities for green development, vigorously develop green ship construction technology, green shipping operations, and rapidly improve the development level and industrial structure of Shanghai shipping industry, in order to establish a long-term mechanism for the green development of the shipping industry, thereby promoting Shanghai shipping sustainable industrial development.
