摘要
民营经济发展呈现集群化趋势,但社会信任缺失对民营企业集群,尤其对私有民营企业集群发展的制约作用日益显现。本论文构建了私有民营企业社会信任关系的演化博弈和关联博弈模型,分别求解政府不采取集群政策和采取集群政策时私有民营企业社会信任的演化均衡,并以此为基础构建了互补性冲突分析模型,探究政府集群政策适度干预的"驱动—退出"机制下私有民营企业社会信任关系的3阶段良性演化策略。研究结果发现:私有民营企业间社会信任关系在集群形成期的演化存在"市场失灵";适度和动态匹配的政府集群政策可以有效地促进不同发展阶段集群的私有民营企业社会信任关系的良性演化,集群政策驱动机制可以促进私有民营企业社会信任从集群形成期的多重均衡向集群成长期的合作均衡演化,集群政策退出机制可以促进私有民营企业社会信任由集群成长期的不充分合作均衡向集群成熟期的充分合作均衡演化并锁定。本文有效补充了我国私有民营企业社会信任关系的良性演化研究,研究结果对政府采取阶段性的权变集群政策、培育私有民营企业社会信任具有参考价值。
There’s a significant clustering trend for the development of the private economy.However,the lack of social trust constrains the development of clusters of private-owned enterprises,especially.An evolutionary and a linked game model of social trust among private-owned enterprises were constructed.Evolutionary equilibriums were respectively obtained when cluster policy was available and unavailable.On this basis,it constructed a conflict analysis model as supplementary.Under the moderate"drive-exit"mechanism of cluster policy,it explored the three-phase benign evolution strategies of social trust among private-owned enterprises.The results show that a"market failure"of social trust evolution occurs at the formation phase of the cluster,but moderate and matching government cluster policies effectively facilitate the benign evolution of social trust from one phase to another.Specifically,"drive"mechanism of cluster policy can promote the evolution result of social trust relationship to develop from formation phase’s multiple equilibriums to growth phase’s cooperative equilibrium,while"exit"mechanism promotes the evolution result to develop from growth phase’s insufficient equilibrium to maturity phase’s sufficient equilibrium.The results supplements the research on the benign evolution of social trust relationship between private-owned enterprises.Besides,the findings are helpful for governments to adopt phase-based contingency cluster policies and to cultivate social trust among private-owned enterprises.
