摘要
从近几年查处的腐败案件看,农村腐败呈现出一些新态势:腐败案件占比提高,涉案金额攀升;村"两委"一把手腐败占比提高,腐败主体泛化多元;扶贫、惠农、征地拆迁等成为新的腐败多发、易发重点领域;腐败形式趋于多样化;腐败手段更加隐性变异。农村腐败的生成原因是多方面的:村干部各项待遇偏低,心理失衡;监管乏力,权力寻租空间大;村民自治权运行不畅,民主管理水平低;惩治力度不够,腐败风险小;廉政教育存在短板,思想防线垮塌。治理农村腐败的对策主要包括:强化利益导向,构建更加科学合理的激励机制;强化对权力运行的制约监督,消除权力寻租空间;加强民主管理,健全乡村治理体系;加大查处力度,形成全面遏制腐败的高压态势;加强廉政教育,筑牢廉洁自律的思想根基。
Under the background of comprehensive and strict administration of the Party, corruption in rural areas presents some new trends: the proportion of corruption cases rises, the amount of money involved increases, the proportion of the top leaders of the village "two committees" increases, and the main body of corruption becomes diversified;Poverty alleviation, benefit for agriculture, land expropriation and demolition have become the new corrupt areas, and the forms of corruption tend to be diversified, and the means of corruption are more recessive. There are many reasons for the formation of corruption in rural areas: low treatment of village cadres, psychological imbalance, weak supervision, large space for rent-seeking, poor operation of villagers′ autonomy, low level of democratic management, insufficient punishment and low risk of corruption;The incorruptible education is short-boarded, and the thought line of defense collapses. The countermeasures to control corruption in rural areas include: strengthening interest orientation, improving treatment, constructing more scientific and reasonable incentive mechanism, strengthening restriction and supervision of power operation, restraining power, eliminating power rent-seeking space;To strengthen democratic management, to promote villagers′ autonomy and improve the rural governance system;to intensify investigation and punishment, and to severely punish, and to form a high-pressure situation of overall containment;to strengthen clean and honest education, and to strengthen the determination and build up the ideological foundation of incorruptibleness and self-discipline.
