摘要
本研究在实地调研的基础上,结合相关文献对山东省农业科技园区发展存在的问题进行了深入分析。结果表明,山东省农业科技园区建设走在全国前列,特色鲜明,构建了层级分明、功能清晰的农业科技园区体系。但也存在主导产业差异化不明显、农业高新技术企业数量少、创新能力低下、科技要素聚集不足、研发投入水平低和发展规划不适应发展需求等问题。针对问题,本研究提出了注重主导产业差异化发展、提高农业高新技术企业国际竞争力、提高创新要素整合程度、加大研发投入并扩展融资渠道和完善改进农业科技园区原有规划等具有山东特色的现代高效农业科技园区发展对策,以期为山东省农业科技园区的下一步建设工作提供参考,也为我国其它地区农业科技园区的发展提供借鉴。
Based on field investigation combined with relevant literatures, the present problems in the development of Shandong agricultural science and technology parks were studied in this paper. The results showed that the construction of agricultural science and technology parks in Shandong Province was in the forefront of the whole country in China with distinct characteristics, and the system of agricultural science and technology parks with distinct levels and clear functions had been constructed. However, there were also some problems such as unclear differentiation of leading industries, small number of agricultural high-tech enterprises, low innovation ability, insufficient concentration of scientific and technological factors, low level of investment in research and development, and inadequate planning for meeting development needs. In view of these problems, we put forward some countermeasures for developing modern agricultural and technology parks in Shandong Province such as paying attention to the differentiation development of leading industry, improving the international competitiveness of agricultural high-tech enterprises, increasing the integration degree of innovation elements and the investment in research and development, expanding the financing channels, and improving the original planning of agricultural science and technology parks. It was expected to provide references for the next construction work in Shandong Province and their development in the other regions of China.
