摘要
优化营商环境是国家推进经济全球化,促进经济高质量发展的基础性工作,也是地方政府提升城市综合竞争力,打造服务型政府的重要体现。营商环境的优劣决定企业的市场绩效、投融资活动以及高端资源要素的流动和集聚。建设法治化、国际化、便利化营商环境,对于郑州市增强城市综合竞争力、加快国家中心城市建设具有重大意义。本文借助新公共管理方式下整体性治理理论,强调"放管服"改革在优化区域营商环境中的协调与整合作用,并结合郑州市营商环境的实践与问题分析,从顶层设计上推进改革路径的整体化,打造优质营商环境和开放包容的国际环境措施,着力化解基础性、全局性、战略性的深层次问题。
To optimize the business environment is the basic work to promote economic globalization and high-quality economic development,and it’s also an important embodiment for local governments to enhance the comprehensive competitiveness of cities and build a service-oriented government.The business environment determines the market performance,financing activities and high-end resource elements.It is of great significance for Zhengzhou to strengthen its comprehensive competitiveness and speed up the construction of a national central city to build a legal,international and convenient business environment.With the help of the theory of Holistic Governance under the new public management paradigm,this paper emphasizes the coordinating and integrating role of the reform to delegate power,streamline administration and optimize government services in optimizing the regional business environment,and combines the practice and problem analysis of the business environment in Zhengzhou,advances the integration of the reform path from the top-level design,and creates a government environment with convenient service,fairness and justice.The environment governed by law,the unique regional environment and the open and inclusive international environmental measures should focus on solving fundamental,overall and strategic deep-seated problems.
