摘要
传统纸质档案的权威性是由自身具备的特点和经过多年的社会实践逐步得以确定,随着社会时代的发展,计算机技术、多媒体技术,网络技术得到了广泛的应用,电子档案应运而生,由于电子档案产生环境与自身内在构成的动态性,社会对其事业运用的权威性提出了质疑,电子档案的权威性受到了时代的挑战,为了确保档案在新的历史时期全面完成档案自身的使命,重新树立档案的权威性,我们必须加强电子档案特性的了解;重新审视档案权威性的构建要素;探究电子档案服务社会的规律;处理好电子档案转变过程中的变化过渡;尽量减少或者避免电子档案的"人历";作好电子档案的安全防护;加强电子档案的安全宣传,做好电子档案信息利用引导,消除社会对电子档案安全性的担忧。
The authority of traditional paper archives is determined by its own characteristics and social practice for many years.With the development of the society,computer technology,multimedia technology and network technology have been widely used.Electronic archives emerge as the times require.Because of the dynamic nature of the environment and inherent composition of electronic archives,the society has questioned the authority of the use of its cause,and the authoritativeness of electronic archives has been challenged by the times.In order to ensure the archives in the new historical period to complete the mission of archives itself,re-establish the authority of archives,we must strengthen the understanding of the characteristics of electronic archives;Reexamine the construction elements of authority;explore the law of electronic archives in offering social service;properly handle the change and transition of electronic archives in the process of transformation;reduce or avoid electronic archives"personal calendar"as far as possible;do a good job of electronic archives security protection;Strengthen the security propaganda of electronic archives,do a good job in the use of electronic archives information guidance,eliminate social concerns about the security of electronic archives.
