摘要
由核心观念汇聚而成的"国家身份"在宏观层次规范了一国自由贸易战略的基本立场、核心利益和政策取向。当前在安倍晋三政权下,日本在自由贸易战略上主要表现为相互交织的三个国家身份:"核心"、"主导"和"桥梁"。其中,"核心"是前提和基础,"主导"和"桥梁"则分别是其在政策议题和伙伴关系上的突出表现。这一国家身份的成形过程始于2010年前后,在自民党重新执政后不断加速并初具雏形。其背景主要有三个方面:国际贸易政治的风云变幻将日本推到前台;雄心勃勃的自由贸易战略是安倍政府大国志向和长期政权的重要体现;国内经济社会变化的长期积累是日本国家身份跃进的根本基础。在自由贸易战略上的形象革新和实践突破对建构更良性的日本整体国家身份产生了积极作用,也为其他国家提供了镜鉴。
The“national identity”including essential concepts regulates the basic position,core interests and policy orientation of a country’s free trade strategy at the macroscopic level.At present,under the Abe administration,Japan’s free trade strategy mainly demonstrates three intertwined aspects of national identity such as“hub”,“dominant player”and“bridge”.Among those aspects,to become a“hub”is the perquisite and foundation of Japan’s policy,while to act as a“dominant player”and a“bridge”are the reflection of Japan’s policy issues in setting the political agenda and building partnership with other countries.The shaping process of those aspects of Japan’s national identity above began around the year 2010 and has accelerated and gained progress since Japan’s LDP returned to power,which are based on three contexts below.Firstly,changes of world trade politics have pushed Japan to the front stage.Secondly,the free trade strategy is an important reflection of Abe’s ambition of Japan becoming great power and his long-term administration.Thirdly,the long-term accumulation of domestic economic and social changes also provide a basis for the dramatic changes of Japan’s national identities.Japan’s renewed image in free trade issue and the breakthrough it has gained in policy practice have played a constructive role in creating a more positive national identity of Japan,providing some reference for other countries.
