摘要
河长制作为一项新的治理制度,在基层实施中存在一些问题。GC县乡镇政府在时间、绩效、体制和榜样等多重激励机制影响下,采取"借力执行"和"办公室执行"的抗拒行为。为破解河长制实施中的困境,需要落实专项资金,建立健全的考核、监督和奖惩体系,促进制度的地方化建构,发挥高位推动的示范效应,实现水环境治理主体的多元化。
As a new public governance system,there exist some problems in the implementation of river chief system in grassroots Governments.Under the multiple encouragement mechanisms,such as time,performance,system and role model,the township governments of GC County adopted the“flexible resistance”behaviors such as‘leveraging the power of others’and‘enforcing in the office’.In the process of implementing the river chief system in the grassroots level,it is necessary to implement special funds,establish a sound system of assessment,supervision,rewards and punishments,promote the localization of the policy,demonstrate the effect of leadership,and realize the diversification of the water environment oriented management.
