摘要
公立医院改革作为纵深推进医药卫生体制改革的重要环节,近年来多阶段的公立医院改革试点工作正在由量到质、由速到效地有序推进,改革成效及困境这一话题备受学界和实务界所关注。以齐齐哈尔市第一医院综合医改试点为例,剖析其在制度建设、运营机制、改革互动及定位上遭遇的现实困境以及破解思路。基于此,利用TRIZ理论对如何优化改革路径及战略选择进行实质性探索,以期为理论界及实务界提供一种科学、有效的参考模式以助力公立医院拓宽改革理路,增强改革的综合效果。
The public hospital reform is an essential part for the promotion of the health reform.In recent years,the multi-stage pilot reforms of public hospital have been systematically implemented,and the topic of reform achievements and difficulties has attracted much attention from academics and practitioners.The paper analyzed the dilemmas of the institutional construction,operational mechanism,reform cooperation and orientation through taking the comprehensive pilot reform of The First Hospital of Qiqihar City as an example.Based on this,the study made a substantial exploration on how to optimize the reform path and strategic choice through using the TRIZ theory,in order to provide a scientific and effective method for practice and theory,and to make reference for other public hospital reform practice.
