摘要
针对政府、居民和文化组织的复杂行为特征来优化城市社区公共文化服务的治理路径,是文化善治的重要举措。政府在制定政策时的路径"锁定"惯习与政策执行中的形式主义倾向,居民参与动因的外部依赖性和行动策略的消极性,文化组织经营管理行为的"政治嵌入"特色,构成了这些参与主体之行为的重要特征。因此,有效的治理行动应致力于使政府在坚持文化价值导向的基础上让渡一些空间、资源与权力,提升基层政府的工作效能,发挥人情因素的正面效应,有效激励居民的主动性参与,积极扶持文化组织赢得社会认同。这需要通过制度设计使各级政府的工作取向保持一致,培育居民的独立人格与公共精神,并为文化组织的良性发展提供社会支持机制。
It is an important measure of good governance of culture to optimize the governance path of public cultural services in urban communities according to the complex behavior characteristics of government,residents and cultural organizations.The government′s approach of"lock-in"in policy making and formalism tendency in policy implementation,the external dependence of residents′participation motivation and the passivity of action strategies,and the"political embeddedness"characteristics of cultural organizations′operation and management behaviors constitute the important characteristics of these participants′behaviors.Therefore,effective governance actions should aim to make the government transfer some space,resources and power on the basis of adhering to the orientation of cultural value,enhance the work efficiency of basic-level government,exert the positive effect of human relationship factors,effectively encourage the initiative of residents to participate,and actively support cultural organizations to win social recognition.It is necessary to keep the same working orientation of all levels of government through system design,cultivate the independent personality and public spirit of residents,and provide social support mechanism for the healthy development of cultural organizations.
