摘要
[目的/意义]随着中国"走出去"步伐的加快,中国军队执行跨国跨文化的非战争军事行动任务逐年攀升。如何实现对跨文化军事行动有效的社会文化情报支持成为急需解决的现实问题。以军民融合为视角,探索社会文化情报支援的高效措施具有重大的运用价值。[方法/过程]从支援主体、支援内容和支援手段入手,分析了当前我军存在的社会文化情报支援问题。同时通过查阅大量政府报告,梳理出美军在社会文化情报支援的成功探索经验,总结其在机构设置、人员配备和软件保障方面的高效军民融合措施。[结果/结论]借鉴美军经验,从观念教育、制度保障和人才队伍三个角度提出了适应我军发展的军民融合式社会文化情报支援措施。
[Purpose/Significance]With the acceleration of China's"going out"pace,the Chinese military's tasks of implementing non-war military operations under a transnational and cross-cultural environment have been on the rise,how to achieve effective sociocultural intelligence support for cross-cultural military operations has become a real problem that needs urgent solution.It is of great application value to explore the efficient measures for sociocultural intelligence support from the viewpoint of civil-military integration.[Method/Process]This article analyzes the current shortcomings of Chinese military in socio-cultural intelligence support from aspects of supporting subject,content and measures.At the same time,we review a large number of government reports,sorts out the successful exploration experience of the US military in supporting social and cultural intelligence,and summarizes its effective measures for military-civilian integration in terms of institution setting,staffing,and software support.[Result/Conclusion]Learning from the experience of the US military,we put forward sociocultural intelligence support measures for military-civil integration that are suitable for the development of Chinese military from the perspectives of concept education,institution guarantee and talent team development.
