摘要
宋代在内忧外患的历史环境下,执政者将御外作为基本国策,支付大量军费,以维持相对的和平环境,军事政治遂成为宋代帝王及朝廷的执政方向。在这种政治方向下,内藏财政的强储备,以及制度性的军费支出,暗含着军事政治的价值取向,财利流失便成为内藏财政频繁支助军需的负面现象。以军事财政作为角色定位的内藏财政,其亏空关系到宋朝的政治稳定,其财力下行但积极支助计司,财利常常让位给军需这样的军事财政主体方。建立在宋代军事政治语境下的内藏财政,遂成为宋代军事财政的重要支柱,其财政角色更多地沾染了政治的风采,其兴衰起伏隐喻了国是政策的变奏。
In the history of the Song Dynasty under the environment of domestic trouble and foreign invasion,military politics became the political direction of the Song Dynasty government.Under such a political direction,the strong reserve of Neicang finance and its systematic military expenditure imply the value orientation of military politics,which leads to the loss of wealth and profit,hence becoming the negative phenomenon of Neicang financial expenditure.Neicang finance bears military finance as its positioning role,its deficit involves the political stability of the Song Dynasty,its financial capacity moved down yet lent its active support to the Ministry of Finance Planning,and financial interest often gave way to the subject of military finance.Neicang financce,established in the military and political context of the Song Dynasty,became an important pillar of the military finance of the Song Dynasty,whose financial role was more stained with the political style,and whose rise and fall,and ups and downs signified the variations of the national policy.
