摘要
为有效处理数据缺乏可比性、指标体系不健全、定性指标难以量化等情况下的战略性新兴产业优先序评价,引入专家意见和经验,将专家主观判断与量化分析相结合,利用残缺区间直觉模糊集和区间直觉模糊混合加权集结算子对评价信息进行处理,构建战略性新兴产业优先序评价方法。案例应用表明,评价方法具有可操作性,并可保证决策结果的可靠性,可以有效解决产业发展优先序评价中,即要遵循市场规律、保留专家模糊认知,又面临统计指标体系不健全、数据不完善的决策问题。
To conduct an effective priority evaluation of strategic emerging industry when there is little data comparability,missing index in index system and difficulty to quantify qualitative indicators,experts' judgement based on their opinions and experience were integrated with quantitative analysis,and omitted interval-valued intuitionistic fuzzy sets and interval intuitionistic fuzzy sets with mixed weighted aggregator combined to deal with the evaluation data so that the priority evaluation approach of strategic emerging industry was successfully constructed.A case study indicates that the new evaluation approach is operable and reliable for sound decision-making based on it.The dilemma has thus been resolved when the industry priority evaluation has to obey market rules,retain experts' fuzzy understanding and accept the imperfect statistical index system and imperfect data.
