摘要
涉海科研院所的外事管理工作,是落实"海洋强国"战略的重要举措,是促进科技人员交流和进行科研创新的重要途径。文章介绍了涉海科研院所外事管理工作的主要内容,总结了涉海科研院所外事管理工作中面临的问题,并根据工作经验,从法规的制定、组织结构的健全、外事管理人员能力提高等层面,提出完善涉海科研院所外事管理体系的具体方法,还从拓宽外事管理工作渠道的角度提出建设外事管理平台,扩大对外交往。
Foreign affairs management of marine scientific research institutes is important to implement“Ocean Power”strategy and to promote people-to-people exchange and scientific innovation.This article introduces the main work content of foreign affairs management,summarizes the main problems those marine scientific research institutes faced and proposes concrete methods from the aspects of formulation of laws and regulations,the perfection of organizational structure and the improvement of learning and training ability of foreign affairs management staff based on personnel working experience.And it also proposes to improve foreign aff airs management platform from the perspective of broadening Channels for Foreign Aff airs management work to broaden foreign exchange.
