摘要
十九大报告指出,依法治国、依规治党是新时代党治国理政的基本方略。在党内法规制度的建设中,如何培育党员对党内法规的信仰,对提升党的文化软实力,加快推进法治国家进程具有重要作用。通过对党内法规信仰建设中存在的问题分析,明确党内法规具有"法"的性质,并对如何提高党内法规的执行力、增强党内法规与政治文化的相互促进作用、落实党内法规与国家法律之间的衔接工作提出具体的建议。党内法规信仰的培育为党内法规制度建设提供了一个新的发展视角,有利于促进党内文化自信的实现。
19th National Congress Report pointed out that ruling the country with law and the party with intra-party regulations are the basic strategy of country governing in the new era.How to cultivate the party members’faith is very important for promoting the soft power and accelerating the process of legalization.Through analysis of the existing problems,this article is clear that the intra-party regulations have the nature of“law”.We put forward specific suggestions on how to improve the enforcement of inner party laws and regulations,enhance the mutual promotion of inner party laws and political culture,and implement the link between the internal and internal laws and the national law.The cultivation of the faith of intra-party regulations provides a new direction for the construction of intra-party regulations,and is conducive to the realization of inner party’s cultural confidence.
