摘要
在工程项目中,政府的监管效果不仅关系到工程项目的质量和投资效益,还关系到人民的财产和生命安全。因此在建筑业快速发展的今天,政府应加强对工程项目主体的监管,并通过相应的监管效果评价体系来有效衡量监管的效果。本文首先分析了政府对建设工程主体监管的定义和内容,并提出了监管效果评价体系,构建了由工程项目主体行为、项目评价指标和工程项目社会责任三方面所组成的政府监管效果评价指标体系。最后,通过实际案例,运用多层次灰色评价理论对构建的指标体系加以验证,并针对企业发展策略和政府监管的侧重点提出了相应的建议。
In engineering projects,the effect of government supervision is not only related to the project quality and investment effect,but also related to people’s property and life safety. This paper first analyzes the content and meaning of government supervision of construction projects. Based on this,we put forward the evaluation system of supervision effect. This paper constructs a government supervision effect evaluation index system of three aspects: subject behavior,project evaluation index and social responsibility of engineering project. Some Suggestions are put forward for the development strategy of enterprises and the emphasis of government regulation.
