摘要
全球公共政策是实现全球治理的主要途径,在构建人类命运共同体的全球治理话语体系中,协商民主与全球公共政策过程民主化的内在逻辑具有一致性。作为一种民主决策方式,协商民主致力于维护全球公共政策的正义性,提高全球公共政策制定的效率,增强全球公共政策的权威性和约束力。然而,在国家利益与全球公共利益的张力下,全球公共政策过程中的协商民主运行还面临诸多挑战和困境。因此,需要秉承人类命运共同体这一全球治理理念,构建全球公共政策议程设置的民主协商机制,消解协商主体话语权力的不平等性;优化全球公共政策制定的信息公开机制,防止决策过程中的"黑箱"操作;完善全球公共政策执行的问责机制,克服协商结果落实过程中的"集体行动困境"。
Global public policy is the main way of global governance.In the global governance discourse of“common community of human destiny”,deliberative democracy and democratization of global public policy process are logically consistent.As a democratic decision-making method,deliberative democracy is committed to safeguard the justice of global public policy,improve the efficiency of global public policy-making,and enhance its binding force.However,under the tension between national interests and global public interests,the operation of deliberative democracy in global public policy process still faces many challenges and dilemmas.Therefore,it is necessary to adhere to the global governance concept of“common community of human destiny”and to construct a democratic deliberation mechanism of global public policy agenda-setting to eliminate the inequality of the discourse power of the deliberative body,to optimize the information disclosure mechanism of global public policy-making to prevent the“black box”in the decision-making process and to perfect the public accountability mechanism for global public policy implementation to overcoming the“collective action dilemma”.
